There are two reasons for that; first is simply discrimination, Konoha still blame Tatami for their downfall and thus he get poor treatment. Second is that he refuse to use the skills and abilities he have access to. He have a natural disposition for earth and wind techniques, just like Tatami's in general, but he refuse to use them. Same with fire and lightning that is strongly associated with Uchiha. Instead does he try to use water jutsus that he really can't use, as well does he refuse to sharingan and similar abilities.

Senkou 閃光 ("Flash, Glint") An arrow with an unique arrow tip made out of glass looking like a vial filled with some sort of fine powder with seals inscribed on the outside, after firing the user can make a swift hand motion releasing the seal heating up the powder inside the arrowtip releasing a blinding flash. ------------------------------------------------------------------------------------ Yazutsu Fuuin ("Arrow Barrel/Quiver Seal") One of the clans most reknown and secret techniques is when chakra element is drawn out, absorbed and sealed in a special sealing mark from a donor before being sealed inside an specially prepared arrow for later use that only the clan can fire and activate through a ritualistic handseal within their drawing of the bow where with perfect breathing, posture and control allows them to unleach it with explosive and destructive force. It was created due to the clan not having to highest or stronger chakra reserves mixed with their aptitude and knack for sealing jutsu mixed with their mastery of archery. Wind Arrow Techniques. Hayate 疾風 ("Swift Wind, Gushing Wind") A technique where, after releasing the arrow, the fletching and arrow gets cloaked in wind nature making the arrow suddently accelerate at high speed, it can be delay activated at will with a special handsign.
Tsumuji 旋風 ("Whirlwind") A technique where, after releasing the arrow, the arrowtip releases a strong whirlwind with a lot of destructive power, however a skilled user can tweak the output of the arrow. Highly versatile it can also be use to launch the user high up in the air to a better position or to use as a cushion to break a fall.
Kamikaze 神風 ("Divine Wind"): A technique where, after releasing the arrow, a wing shaped blade of wind forms around the arrowtip with tremendous cutting and piercing power that can cut through solid wood, stone and other hard materials cleanly, with enough focus and calm it might even be able to cut through steel. Fire Arrow Techniques. Kagerō 陽炎 ("Heat Haze") A technique where, after releasing the arrow, it burns into flames sending out a wave of heats up the air and distorts space creating mirages and makes it difficult for an oppenent to locate the user and as an added bonus since the heat wave is a mass of chakra it acts as interference for sensory type ninjas.
Hotarubi 蛍火 ("Firefly Light") A technique where, after releasing the arrow, it bursts into multiple small, glowing greenish-yellow fireballs looking like fireflies that float around an enemy or through an area. as an opponent approch the fireball swell repidly and explodes violently like a landmine. It is usually combined with kagero to ambush and take an opponent by surprise. Shien 熾炎 ("Kindling") A technique where, after releasing the arrow, the arrowtip glows a bright reddish orange releasing a cloud of ash and smoldering coals that will ignite anything flammable in its radius, literally kindling an inferno around an opponent. Seen as a rather dangerous reckless technique, it is very seldom used and when it use it must be deployed with the greatest caution. Water Arrow Techniques. Falling Moon Flower 散月花 ("Sangekka"): A technique where, after releasing the arrow, it will be launched high into the sky where they absorb a large amount water from the atmosphere before creating a large "disc" or "Moon" in the air that will rain down long sharp water droplets over an area in a dangerous downpour, the rain droplets can be controlled remotely by the user to more accurately hit targets. Suiryū Enbu 水龍演舞 ("Waltz of the Water Dragon"): A technique where, after releasing the arrow, Earth Arrow Techniques. Juuryokuba 重力場 ("Gravity Well"): A technique where, after releasing the arrow, it will send out a purple colored pulse, making a shallow crater. Within this crater the gravity will be doubled, making an opponents movements sluggish and dull as they struggle to move properly and trying to break free will further exhaust anyone trying to leave the shallow gravity well, any weapon either hold or thrown will be heavy and combersome. Ganzanha 岩斬波 ("Rock Slashing Wave"): A technique where, after releasing the arrow, it will fall down into the ground making a sharp "wave" of earth erupt from the ground and glide over the earth like a ripple over water at high speed, the size of this "wave" can be freely manipulated to just cut through the feet of an opponent to hinder their movement to fully bisecting them from head to toe cleaving them in half. Lightning Arrow Techniques. Shidensen 紫電閃 ("Purple Lightning Flash"): A technique where, after releasing the arrow, it´s tip will become cloaked in purple lightning energy thats travels down the shaft, the arrow will then accelerate at blinding speed, suddently moving in a lightning shaped zig-zag pattern that is hard to follow making the arrow hard to predict and dodge. Narukami 鳴神 ("Rumbling God"): A technique where, after releasing the arrow, it will realease a powerful electric shockwave that overwhelms the opponents five senses shutting them down rapidly knocking them unconscious, the last thing they will hear before passing out is the rumbling of thunder. Appearance: Like most Tatami is Kazuya a tall and lanky figure, with vibrant red hair in a slick style and eyes like emeralds. Youthful for his age, does his eyes always glimmer with energy, often planning pranks and foolery. Normally dressed in a green coat with sleeves far longer than his arms, hiding his hands, with red sash around the waist. Loose black pants and shirt underneath, as well bandana around his head to keep his hair in place. He wears a Tatami sigil in a necklace, and small earings looking like talismans. He usually have lots of hidden scrolls and talismans on his body and even have special symbols tattooed on his skins, mainly his arms, legs and chest.
History: Since he was born, had Kazuya always struggled to be a shinobi; he lacked strenght and stamina, and most of all, chakra. Something that surprised many in the clan, as many had been born with average and above amount, like his grandfather Iwashi with immense amount. Though it seems that chakra and the physical abilities simply eluded Kazuya and that he would be anything but a shinobi. Though he is stubborn, surprisingly so, and found his own way. After struggling through the academy and become a genin under Hagane Hayate, did he get the training he needed. The answer to his short-coming was scrolls and talismans; and he quickly learned Fuinjutsu to store techniques. In this way would he be able to store up on scrolls and talismans and use them in battle, compensating for his lack of chakra. While he mastered Fuinjutsu quickly, is Kazuya an jack of all trades with his skills all over the place and he use it to store all sorts of techniques to use later in combat. With the time did Kazuya climb in rank and at age 19 did he become Jounin. Tatami, is originally a clan from Sunagakure, that emigrated to Konoha about 20 years ago. Duo the wars that have been and what Suna did to Konoha, have it been tough for them to establish themselves in the village. Kazuya that already was frail and being from Suna, was the target of bullying and harassment most of his youth. Something he returned with pranks, and it didnt make him much more popular. Now at his age of 25, is he still targeted by ridicule but far less as he have proved himself with his skills and loyalty to Konoha. Even more so with the support of Hagane Hayate, the village leader. Personality: Clever and sharp, that love to play pranks and jokes on people. While he seems very open and talkative, is he one to rarely open up to others as he do suffer of trust issues and have few real friends. Which many find weird as he seem to be good with everyone, but few really knows. Kazuya is proud of his heritage as a Tatami, and being the grandchild of the old hero Iwashi, so he is also burden with guilt for lacking so much. Even if he gain skills to compensate, do he feel unfitting to be a Tatami and being the grandchild of such a legend. Guilt and doubt is something rarely seen, as he hide it very well. As a teacher of genins, is he keen on finding the best way to educate and train them, just like Hayate did for him, and he looks up to the old leader greatly. Hiding all negative things, is he a charming lier and flirt. If he isn't pranking someone, is he flirting with them, man as woman, and he have is nightly adventures but it never get further than that; as mention early, he isnt one to easily open up. Kuchiyose (Summoning): Tanukis, chameleons and sparrows. Duo his exceptionl understanding of fuinjutsu and summonings, as well his nature, have he managed to gain three different summons. Tanukis are common within the family, and the sparrows is from his father, while chameleon is something he snagged from his master, Hagane. Though duo his low chakra, can't summon to many of them at the same time. Chakra Nature, Main: Wind, Fire. Chakra Nature, Secondary: Lightning, Earth, Water, Yin, Yang Kekkai Genkai: None Chakra Tattoos: As traditions in the Tatami clan, does Kazuya have his fair of tattoos, and more than most of his clan. Mysterious symbols from his fingers climbing to his elbows, from his toes to his knees and a circular set on his chest over his heart. While most tattooes are part of the tradition in the clan, have Kazuya invented even more on his own, making them all useful tools.
Hands - The many symbols on his hands and fingers, that when he infuse it with a steady stream of chakra, allow him to use less hand signs for jutsus as the symbol make up for some parts of them. And then it also allow him to use talismans and scrolls with minimum amount of signs. Though this technique slowly drain his stamina and chakra, that he is already lacking.
Palms - Elaborated circles and symbols on his palms, represent shield and health; using only chakra for his tattooes can he use his left hand to create a smaller barricade in an instant, and his right hand to create healing chakra to heal himself or others. While these are strong abilities as he dont need to activate any hand signs, does it take a big chunk of chakra, so he use these only in extreme situations.
Arms - Tattoos in form of flames and symbols, that when infused with chakra boost his strenght vastly. Though drains a lot of stamina and chakra for a short moment of power. Feets - Using the many symbols on his toes and feet, can he actually use them to activate scrolls and talismans without using his hands. Legs - Similar to the tattoos on his arms, are those on his legs made to enhance his physical abilities, with increase leg-strength and speed. Though also drain a lot of stamina and chakra. Chest - A chakra battery, where he store small amount of chakra over a long time to replenish chakra in need. Also can be used in a far more dangerous technique, by forcing the body to produce more chakra, at the cost of straining the heart. Using more than a few minutes will cause the heart to be destroyed.

TRIVIA - Grandchild to Tatami Iwashi (an old OC from NarutoDreamFic) and love to read his books. - Know tons of card-tricks and love to use them to entertaine kids.
